Explanation Of Fire Alarm Safety for the WRC
Where we want to be in September 2018
• There will be an extension of the fire lane markings on the Northern end of Olive Road on the High School side of the road, to the Southern end of Olive Road on the High School side of the road, by painting the curb yellow, as shown in the diagram. “No Parking signs will be erected on both sides of the road up to the cul-de-sac circle as needed.
• “No parking” signs have been erected around the cull-de-sac circle.
• All parking spaces and traffic direction arrows will remain as is.
• A fire lane 12ft in width will be painted equally spaced between the two lines of parking spaces, starting at the East entrance and continuing to the West fire lane entrance.
• One half of the cul-de-sac circle will be painted with a fire lane design so that vehicles caught in the fire lane with approaching fire trucks can move to the no fire lane part of the circle.
• Fire trucks will fight fires in the South end of the High School from behind parked vehicles in the WRC parking lot.
• Outside audible and visual fire alarm devices will be installed on the WRC
building and will be operational.
• Upgraded evacuation procedures will be published, staff training will have been completed, and educational brochures will have been published and distributed to patrons and will be permanently displayed and available at the intake desk of the WRC (See the draft evacuation procedures in the evacuation attachment).
• The draft evacuation procedures will produce an orderly evacuation of patrons from the building and parked vehicles to the tennis courts and the High School pavilion to await further assistance from Police first responders who will manage patron and vehicle evacuation using the fire lanes after all fire equipment has arrived. Patrons not having vehicle support will be bussed home (See evacuation
procedures).

Alerts:
In the event of a fire emergency, indoor employees and patrons are alerted by: Indoor Audible & Visual fire alarm signal sounding a ringing bell and generating a flashing red light.
Employees and patrons outside are alerted by an outside audible and visual fire alarm sounding a ringing bell and generating a flashing red light.
In the event of a shots fired emergency, indoor and outdoor employees and patrons are alerted by: Audible shots fired signal sounding a variable siren sound.
A one way link between and from High School fire alerts and WRC fire alerts is required because a fire in the High School, particularly in the South side of the building may require first responder fire equipment to suppress the fire from the North side of the WRC parking lot. In such a case WRC outside fire alarms must be triggered to freeze all movement in the WRC parking lot and enable fire lanes for
the exclusive use of first responders in fire and police vehicles.
Routes:
In the event of an emergency, employees shall evacuate by means of the nearest available marked exit and proceed to the tennis courts.
Extinguishers:
Employees are not authorized to use any portable fire extinguisher that may be present to fight fires. In the event of fire, employees and patrons are to evacuate immediately.
Operations:
In the event of an emergency, the following employees are to remain in the workplace to shutdown or monitor critical operations before they evacuate:
Front desk intake personnel

Lifeguards, Administrative personnel, group leaders, personnel
trainers, custodians, maintenance personnel
Evacuation Instructions:
The following instructions shall be shouted to patrons during the evacuation
GET UOT OF THE BUILDING!!!
GO TO THE TENNIS COURTS!!!
STAY OUT OF THE FIRE LANE!!!
Assembly:
After an emergency evacuation,designated personnel and patrons are to gather in the following location(s):
Parking lot with no fire lane, tennis courts, High School pavilion
Accounting:
After an emergency evacuation, the procedure for accounting for all evacuees is:
Roll call of personnel by designated recording secretary, head count of patrons. A count of possible missing persons will be reported to the first responder in charge of fire & rescue.

Additional Evacuation Plan and Procedures:
All parties in north facing vehicles in north parking lot spaces will evacuate to the High School pavilion, as informed by a designated WRC North Fire Marshal (Employee with red hat) who will access each space
(all 40) and order any vehicle occupants to the High School pavilion,and instruct them to stay out of the fire lane. Instructions will be repeated to uncooperative patrons once, if time permits. The designated EPRD employee will be the last to evacuate with patrons and all will wait for assistance from police.
All parties in south facing parking spaces near a fire lane must evacuate to the South West parking lot and tennis courts. A designated WRC South Fire Marshal (Employee with red hat) will access each space (all 44) and order any vehicle occupants to “stay out of the fire lane” and go to the tennis courts.
Designated personnel will set up first aide and hydration supplies from an emergency shed, and hand out comfort supplies, start bus vehicles for heating or cooling and seek to load the young with parents, the elderly, those injured and those disabled first.
If wind blows burning embers to the evacuation area police officers and designated personal will organize a secondary evacuation.
Officers will take control of the fire lane and manage an orderly on foot and EPRD vehicle evacuation while guarding evacuees from possible oncoming vehicles by directing traffic.
Police will respond to the fire alarm by sending Officers to the tennis courts and High School pavilion areas to exercise crowd control and further evacuation.
Emergency response teams from other Evergreen areas will respond to the tennis court area or secondary evacuation area in the High School parking lot as the number of Alarms are generated by the fire department.. School buses will be activated to transport evacuees to other safe locations (Lake House) for pick up by friends and/or family.
EPRD vehicles will transport all remaining evacuees to home or medical service locations.
