Where we hope to be after 9/2020

• “Post 2020” means that the EPRD would prepare a Bond Measure for the 2020 election for a new parking garage at the WRC. If approved, construction would begin in 20 21 and culminate with parking lot repainting.
• A multi level, vertically expansible, parking garage would be constructed on the South West corner of the present parking lot. The dimensions of the parking garage are 96ft x 296ft., for a total of 28416sqft/floor and 113664sqft total. The initial four story garage would accommodate about 274 vehicles and include ADA parking, EPRD vehicle parking, and staff parking. There will be one vehicle entrance and one vehicle exit to enable counting of vehicles. There will be one pedestrian double door separated entry only and exit only similar to the WRC front entry doors. Entry only and exit only doors are necessary to facilitate infra red sensing and counting of bodies in and out. The WRC doors and lobby will be renovated to enable the same kind of passage so that bodies to Wulf Park can be calculated. The exact placement of garage doors is an architectural decision. There will be audible fire alarms inside the building. Stairs will be supplemented with one elevator having ADA access. The parking garage will serve the WRC, Wulf Park, and the Tennis courts. There will be NO other parking on the WRC site. • 274 vehicles will require 4 floors of 71 vehicles/floor. Construction rates vary from $50 to $70 per sqft. So, the estimated cost would be $5,683,200 to $ 7,956,480 .
• The outside audible & visual fire alarms alert patrons outside the building.
• There will be three fire lanes at the post 2020 WRC facility One fire lane will be painted on pavement that starts at the Southern most entrance of the cul-de-sac circle and continues to the South East corner of the building near the telephone pole with transformers. The fire lane closest to the WRC is painted on the pavement. The fire lane closest to the High School is painted on the curb and serves for access to the high school. It will be connected to the fire lane that all ready exists on the high school pavilion which presently connects to the West entrance fire lane. By accepted convention fire lanes painted on curbs have an imaginary extension 24 to 26 feet out from the curb on the pavement. There is No Parking allowed along fire lanes. There is a fire hydrant at this North curb.
• There will be pick -up and drop-off permitted at the WRC front steps, but no unattended vehicles allowed.

Alerts:

In the event of an emergency, Employees and Patrons are alerted by:
In the event of a fire emergency, indoor employees and patrons are alerted by: Indoor Audible & Visual fire alarm signal sounding a ringing bell and generating a flashing red light.
Employees and patrons outside are alerted by an outside audible and visual fire alarm sounding a ringing bell and generating a flashing red light.
In the event of a shots fired emergency, indoor and outdoor employees and patrons are alerted by: Audible shots fired signal sounding a variable siren sound.
A link between High School fire alerts and WRC fire alerts is not required.


Routes:
In the event of a fire emergency, employees and patrons shall evacuate by means of the nearest available marked exit and proceed to the Parking Garage. Those patrons having a vehicle key on their person will further proceed directly to their vehicle and start their vehicle to obtain cooling or warmth as the season may dictate.
In the event of a shooting emergency WRC staff or patrons are to lock doors where ever possible, take cover under any available furniture and call 911 giving their location in the building.In areas where doors cannot be locked WRC staff and Patrons should vacate by the nearest fire exit and continue to flee from the property, obtain cover, and call 911 if possible, giving the location of hiding and wait for first responder police.
Extinguishers:
Employees and patrons are not authorized to use any portable fire extinguisher that may be present to fight fires. In the event of fire, employees and patrons are to evacuate immediately.
Operations:
In the event of an emergency, the following employees are to remain in the workplace to shutdown or monitor critical operations before they evacuate:


Front desk intake personnel
Duties: (Existing procedures revised and integrated here.)
The following employees are to perform rescue or medical duties during an emergency: (Existing procedures revised and integrated here.) Lifeguards, Administrative personnel, group leaders, personnel trainers, custodians, maintenance personnel.


Evacuation Instructions:
The following instructions shall be shouted to patrons during the fire emergency evacuation :
GET OUT OF THE BUILDING!!!
GO TO THE PARKING GARAGE to your vehicles or the buses!!!
STAY OUT OF THE FIRE LANES!!!
Wait for the Police !!!


Assembly:
After an emergency evacuation,designated personnel and patrons are to gather in the following location(s):
Parking Garage, and in there own vehicles. WRC staff and patrons without access to vehicles will gather at and in EPRD vehicles.

Accounting:
After an emergency evacuation from the WRC, the procedure for accounting for all evacuees is:
The garage computer system will report the number of vehicles and persons in the garage and the number of persons in the WRC and in WULF Park on command.
Roll call of WRC personnel in buses by designated recording secretary, head count of patrons as provided by computer system. If the head count of patrons and WRC personnel is less than the reported souls in the WRC and in Wulf Park at the time of the alarm, the difference will be reported to first responders as those souls unaccounted for.

Additional Evacuation Plan and Procedures:
All parties in vehicles will wait for evacuation instructions from first responder police officers. After emergency vehicles have arrived police officers will take command of the exit fire lane and proceed to direct vehicles in the parking garage out of the parking garage, through the fire lane and out of the High School parking lot.
Designated personnel will set up first aide and hydration supplies from emergency storage, and hand out comfort supplies, start bus vehicles for heating or cooling and seek to load the young with parents, the elderly, the injured those who are disabled first, and all patrons without access to private vehicles.
All patrons in buses will be driven by bus to a destination of their choice within the district or the out of district area.


Parking Garage Features
The parking garage is an integrated system of parking spaces, infrared and other senders combined with artificial intelligence software that count vehicles in and out in real time, human traffic through parking garage and WRC doors in and out in real time. Carbon monoxide levels, Solar panel status, battery backup status. And
building exhaust fan status in real time.
Using database sensor data the system monitors CO2 levels and switches building exhaust fans on and off as needed. Daily,Weekly, monthly, and annual standard reports could be designed by WRC personnel using on board report design software. The WRC and parking garage computer system would communicate through a Wi-Fi or cable connection. There would also be a secure control station in the garage.


Parking Garage normal and evacuation Operations
The automated system collects data from sensors and maintains a real time database. Using this database it reports on the number of entries and exits of vehicles for any time of day and keeps a running total of vehicles in the garage at any time. It does the same for persons entering and exiting the garage or WRC through the designated
doors. Exits from the parking garage not counted as entrances to the WRC are Wulf Park attendees and are thus labeled, giving a real time count of park attendees. Entrances and exits from the WRC not counted through the parking garage doors are pick-ups and drop-offs.
Using database sensor data the system monitors battery levels and maintains the battery backup system at full charge. It feeds excess power back to the power company to reduce the electric bill. During a power failure exhaust fans, the computer system and garage lighting would be powered by solar or battery systems.

    This plan is to be integrated with existing WRC evacuation procedures.
